Croatia · HR-CIUS: e-invoice formats and rules

Use this page to choose the Croatia · HR-CIUS check, identify the fixed package and follow diagnostic examples before sending an invoice to its recipient.

Formats and syntax

The Croatian tax administration publishes the UBL 2.1 eRačun documentation and national extensions through its technical-documentation portal. HR-CIUS specializes the European invoice model; HR extensions carry additional Croatian information. The XML namespace and customization value identify how those constraints apply. A rendered invoice is not enough to test the UBL structure, and changing an extension prefix alone does not correct the namespace that identifies its actual meaning.

Rules XSDHub applies

XSDHub runs the official Croatian XSD and HR-CIUS/EXT 2025 1.0.0 artefacts dated 13 March 2026, with EN 16931 validation artefacts 1.3.16. The supported input is UBL 2.1 Invoice or CreditNote. The declared versions are fixed for reproducible reports and should be compared with the recipient’s requested revision. Neither fiscalization messaging nor the tax administration’s acknowledgement is reproduced by this schema and business-rule evaluation.

Who this affects

Porezna uprava describes domestic B2B exchange and fiscalization, distinguishing VAT-registered businesses from businesses outside the VAT register. Its official portal explains their differing issuance and reception obligations. B2G means a business invoices a public-sector customer and has its own public-procurement context. Check the Fiscalization Act, the eRačun regulation and the recipient’s channel for the transaction at hand instead of treating every Croatian billing scenario as identical.

Working with the result

Select the Croatian checker and upload the UBL document only after reviewing the server-processing notice. Read national findings alongside the European totals checks, then regenerate the invoice from your source system. Rechecking the same version makes the result easier to compare. These rule examples explain concrete repair paths; they do not claim a measured prevalence among Croatian users. Official delivery, fiscalization, signatures and recipient registration remain separate work after technical validation.
